The Hong Kong Convention (in force since June 2025) requires a verifiable IHM aboard every ship destined for recycling. Manifesto delivers step 3 of the IHM Part I development process — the Visual/Sampling Check Plan (MEPC.379(80) §4.2.7) — as structured input for the accredited surveyor.
